Explanation
Sakhalin Island's mineral wealth, including oil and gas reserves, has been a longstanding territorial dispute between Russia and Japan since the end of World War II, as Japan claims the southern Kuril Islands (which Russia administers) near Sakhalin. Russia currently controls the island, but Japan contests sovereignty over these adjacent territories.
